SHiFTERRA is developing a Local Climate Change Action Plan (LCCAP) and Roadmap for the governorates of Qena and Kafr El Sheikh, with support from the GIZ-NSWMP and the EU Green Initiative. The project aligns with Egyptu2019s National Climate Change Strategy 2050 and aims to assess the current climate context, identify key vulnerabilities and emission sources, and design tailored mitigation and adaptation measures. Through inclusive stakeholder engagement and capacity building at the local level, the project provides a practical roadmap to enhance resilience, reduce greenhouse gas emissions, and promote sustainable development in both governorates.

SHiFTERRA Consultancy is supporting the Sawiris Foundation for Social Development in a strategic project aimed at embedding climate change and sustainability considerations across all foundation programs and activities. This assignment focuses on conducting a comprehensive analysis of current initiativesu2014such as multidimensional poverty reduction, economic empowerment, and educationu2014to evaluate their exposure to climate risks and identify opportunities for increased resilience and sustainability. SHiFTERRAu2019s methodology includes developing tailored strategies for climate adaptation and mitigation, building the capacity of the foundationu2019s team through specialized training sessions, and establishing a robust knowledge management and monitoring system. The project also involves preparing practical tools and guides for sustainability reporting in line with international standards. By providing actionable insights and frameworks, SHiFTERRA ensures that the Sawiris Foundation is equipped to address climate-related challenges, enhance the long-term impact of its interventions, and align its operations with both national and global sustainability priorities, reinforcing its leadership in social development within Egypt.

SHiFTERRA Consultancy, in partnership with a consortium of Integral Consult and ECCSCO, is assisting in the development of standard Climate Change Units (CCUs) and the design of Monitoring, Reporting, and Verification (MRV) and Monitoring & Evaluation (M&E) systems within Egypt's line ministries. This project, supported by the Egyptian Environmental Affairs Agency (EEAA) and UNDP, aims to establish institutional frameworks and operational guidelines for CCUs, enhancing their capacity to support Egyptu2019s climate change mitigation and adaptation goals in alignment with the Paris Agreement. The consortium is conducting a comprehensive gap analysis and provide capacity-building initiatives to ensure the sustainability and effectiveness of climate actions across ministries.

SHiFTERRA in partnership with Egypt Green Building Council (EgyptGBC) provides consulting services about the Nationally Determined Contributions (NDCs) project to support the development of sustainable buildings policies. The flagship output, the Sustainable Buildings Scorecard for NDCs, launching in Q4 2024, empower Green Building Councils (GBCs) to assist governments in creating ambitious NDCs that fully harness the mitigation and adaptation potential of buildings.nKey project components include tailored action plans for pilot GBCs, mapping critical actions and policy recommendations for each country, capacity-building workshops that share best practices, and a global communications campaign. n

SHiFTERRA provides consulting services to develop a comprehensive chapter on tracking Egyptu2019s progress in implementing and achieving its Nationally Determined Contributions (NDC) as part of the countryu2019s First Biennial Transparency Report (BTR1-Egypt). This assignment, submitted in response to EEAA-UNDPu2019s request for proposal, is in alignment with the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement (PA). The chapter provides essential information, adhering to the Modalities, Procedures, and Guidelines (MPGs) outlined in Article 4 of the Paris Agreement, supporting the Government of Egypt in fulfilling its reporting obligations.

In 2015, Egypt has submitted a report on the Egyptian Intended Nationally Determined Contributions (INDCs) towards achieving the objectives of the United Nation Framework Convention on Climate Change (UNFCCC). Egypt delivered its INDC in 2015 to UNFCCC which was automatically considered to its first NDC after its ratification of Paris Agreement.nThe objective of this assignment was to develop a climate change technical report that included a review of Egyptu2019s climate change mitigation efforts since 2015 as well as GHG emission reduction scenarios until 2030 to feed into Egyptu2019s NDC update to be submitted to the UNFCCC.nThe work was assigned by the Egyptian Ministry of Environment and UNDP. It was conducted in close cooperation with the Climate Change Central Department at EEAA, key ministries, and partner projects.n

SHiFTERRA supported the Government of Egypt in developing Egypt's Nationally Determined Contribution (NDC) 3.0. This work built on the foundation laid by Egyptu2019s First Biennial Transparency Report (1BTR) and serve as a critical step toward enabling the preparation and submission of the Second Biennial Transparency Report (2BTR). nnPreparing NDC 3.0 aimed to assist Egypt in fulfilling its obligations under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement (PA), while ensuring the development of a robust, transparent, and actionable framework for advancing national climate commitments.n

The GEF created the Small Grants Programme (SGP) in 1992 with the explicit aim of developing community-led and -owned strategies and technologies for reducing threats to the global environment while addressing livelihood challenges. Egypt SGP Country Program to date has supported more than 260 NGOs and CBOs with over USD 7 million in grants to 300 projects in Egypt.nDr. Dalia Sakr provided specialist inputs to assist with capacity building and other aspects of project preparation to ensure Climate Change Mitigation considerations are mainstreamed into the new project document for the 7th operational phase. This included working with the project development team to carry out a participatory analysis to fully identify the Climate Change Mitigation issues (baseline, barriers and gaps) in each of the target landscapes (Greater Cairo, Delta, Fayoum, and Upper Egypt, stakeholder consultations, and assist in identifying and developing partnerships.

Dr. Dalia Sakr (Agriculture Sector) and Dr. Dalia Nakhla (Industry Sector) were appointed as Climate Change Experts to prepare Egypt's first Low (Carbon) Development Strategy (LEDS). It is under the Low Emission Capacity Building (LECB) Programme with UNDP and the Egyptian Environmental Affairs Agency (EEAA). The LEDS was developed in close coordination with the key national ministries and organizations and aligned to national strategies. The output included defining a set of mitigation actions after screening and prioritization, including the implementation time plan, cost estimate, financing sources, and MRV plan for each action. Then actions were prioritized based on stakeholders' feedback using LEAP software.

Dr. Dalia Sakr was appointed as Climate Change Data Expert for Energy and Agriculture sectors and Dr. Dalia Nakhla as GHGI Industry Expert under Egypt's First Biennial Update Report Project, with UNDP and the Egyptian Environmental Affairs Agency (EEAA). BUR is part of the UNFCCC reporting requirements to meet commitments under Paris Agreement. They performed QA/QC on activity data and emission factors to calculate Industry and Agriculture, Forestry, and Other Land Use (AFOLU) GHG inventory, developed data quality improvement plan, and provided training to relevant stakeholders from each sector.
